Steam Games Won't Start (Civ 5 and Chivalry)

Whenever I try to play Civilization 5 or Chivalry: Medieval Warfare, the games refuse to start at all. As in, they won't even pop up. All my other games on steam start up just fine.

Some info:

My graphics card is NVIDIA Geforce GTX 650 Ti

I have Windows 7. I tested them on Windows XP as well but I still get the same result.

Sometimes when I try to play Chivalry I get a UDK.exe error

Resolutions I have attempted:
• I've uninstalled and reinstalled steam
• I've reinstalled my graphics card drivers
• I've verified game caches
• I've changed game resolutions
• I've deleted the win32 folder from Chivalry and reinstalled everything
• I've uninstalled and reinstalled Chivalry
• I've tried booting the Chivalry up from the UDK.exe
• I've reinstalled Direct X.

I don't really know what to do. Anybody have any ideas?

Does the 'Steam is preparing to launch Chivalry...' black window come up?

I remember my Resident Evil Raccoon City wouldn't start on steam.

This helped my problem but it will be in a different folder for you obviously:

Delete settings.dat on C:\Users\Username\Documents\CAPCOM\RERC\

Yes, it does. Then the blue box around my name in the bottom left corner turns green, indicating that I'm in a game, but then it just turns blue again.

Update: Was able to get Chivalry working. I searched my computer for the files it said it couldn't find and copied them into the correct location. Civilization still doesn't work.
