Hello TL
I'm pretty sure my PC should run Dota 2 smoother. In the early game I get ~50 fps, however in the late game it goes down to 30 or even less.
My computer specs:
Windows 7 Ultimate 64-bit Processor : Intel(R) Core(TM)2 Duo CPU E6750 @ 2.66GHz (2 CPUs), ~2.7GHz Memory : 6144MB RAM Video card : AMD Radeon HD 6800 Series Motherboard : P35C-DS3R Harddisk : SAMSUNG HD103SJ ATA Device
First of all, let me point out that it was always like that, so the update is not the problem.
I try to keep my pc clean and empty as possible. I'm using Razer Gamebooster when I play. I keep my video settings to a minimum. I have a lot of commands in my autoxec.cfg that should help improve performance. I don't have any background processes running while playing except skype. My pc is not overheating. I know about the high performance power plans, setting dota to high cpu priority etc.. I'm pretty confident I can say I tried everything.
As far as I know, my video card is still decent and I'm pretty sure I have enough RAM. So is my processor too slow? If not, what could be the problem then?

Watch a game and put dota in windowed fullscreen, open task manager performance tab and set it to always on top in the options, then click back onto the game and watch CPU usage on each core
You can make it smaller by double clicking on the cpu usage graphs
If either core is at high load (like anywhere near max when the game is running at normal fps for you) then there's your problem

It's your CPU. I was using a similar set up as yours and mine did something similar. Late game there's just a lot more going on and by game mechanics there are more units on the map.

Well both cores are about 90%...This brings my next question. If I want a cost effecient way to improve my gaming experience, should I get a new processor, or should I just get a new pc instead. After all, this pc is like 5 years old. Maybe it's just better of getting a fresh new pc?

What's your GPU model? (there's a few in 6800 series) You'd probably be looking at new motherboard (for new CPU) and new RAM to go with that as ddr2 is no longer used (2x4gb ddr3 or similar) maybe a few other things like case etc. At the very least, the GPU's probably pretty good to keep. How are other components, case, power supply etc? Are they like, prebuilt stuff, or did you select them?

All pieces of the pc were selected. Cpu-z says my socket is 775 LGA. On ebay I found some decent LGA 775/Socket T CPUs, but I'm not sure about buying a used CPU. What are the risks, if there are any?

Like Cyro said, if you want a new CPU, you need a new motherboard and memory. There is nothing decent on LGA775, the socket is more than five years old. All the processors available on that socket are shit by today's standards.

Make sure to check benchmarks first, generally i5 is best choice for strong gaming CPU, and fx6300 is available cheaper and isn't significantly worse in many cases, though a few games like Starcraft 2 that are not well multithreaded, the stronger dual-quad cores like current gen intel have a massive advantage over the many-weak-cores layout of FX cpu's
