the 4570 is first gen haswell while the 4590 is haswell refresh, which needs a bios update on most of the cheaper motherboards to be supported (so if you buy the cpu+motherboard and it ships with the wrong bios, you'd have to send it back or use a first gen haswell CPU to bios update it), but isn't actually any better aside from minor clock speed boosts (4590 is probably 100mhz faster than 4570 with no other change) | ||

generally OC CPU would be like ~1.25x faster while CPU bound, but GPU would have a lot more VRAM and ~65% faster | ||

Legally, you're suppose to pay sales tax on all purchases so even if you are not charged sales tax at checkout, you are suppose to report it when you file your taxes. But no one actually does this. | ||

That said, I'd take a hit on the GPU and get something like a 750Ti or r9 270x (if you can find the right deal) - If I read the previous posts correctly you're not looking at super graphic intensive games. IMO it's also the simplest part to upgrade. Personally, I've been fine with a 650 Ti but I really haven't played anything beyond sc2, HotS, dota 2 and cs:go. | ||
