If you're just playing those games I'd trade a better CPU for a lesser GPU. H1Z1, Dota and I think Minecraft are pretty CPU-heavy games compared to GPU. I'd check out a gtx 960 and get yourself an i5 4690(k) for the money

^Pretty good, it's hard to say specifically. You could swap stuff out to OC CPU or get a 970/290 but probably need higher budget to do it with good quality parts

the 4570 is first gen haswell while the 4590 is haswell refresh, which needs a bios update on most of the cheaper motherboards to be supported (so if you buy the cpu+motherboard and it ships with the wrong bios, you'd have to send it back or use a first gen haswell CPU to bios update it), but isn't actually any better aside from minor clock speed boosts (4590 is probably 100mhz faster than 4570 with no other change)

So would you recommend sticking with the build you suggested or would a build with a 4590 be more suitable? Would increasing my budget to $700 help?

4570 and 4590 are functionally practically identical but the newer one has those compatibility issues. If you want OC setup (4690k, different mobo, CPU cooler, faster RAM) then you can do that, same for faster GPU (970/290)

generally OC CPU would be like ~1.25x faster while CPU bound, but GPU would have a lot more VRAM and ~65% faster

I don't know what "after taxes" means or what the taxes even are for you, because all taxes are in the price tag in UK/EU. It even varies by that state you're in and the website you're ordering from.

You are only charged sales tax on your purchase if the company you are ordering from physically operates in the state you are shipping to (you should know how much this tax is unless you have never purchased anything in real life before...). eg. If you live in New York and ordering something from Amazon, you will be charged sales tax because Amazon has a headquarter in New York.

Legally, you're suppose to pay sales tax on all purchases so even if you are not charged sales tax at checkout, you are suppose to report it when you file your taxes. But no one actually does this.

you can probably shave 5-10 here and there by finding similar items on sale, but otherwise you're going to significantly cut into performance (or reliability)...

That said, I'd take a hit on the GPU and get something like a 750Ti or r9 270x (if you can find the right deal) - If I read the previous posts correctly you're not looking at super graphic intensive games. IMO it's also the simplest part to upgrade. Personally, I've been fine with a 650 Ti but I really haven't played anything beyond sc2, HotS, dota 2 and cs:go.

I'd switch to a dual core, as currently none of the uses mentioned are even heavily threaded. If you have no intention of playing graphically demanding games ever, you could downgrade to a 750ti too, and keep more in the pocket.
