Ugh this is a really random problem. Majority of the time this never happens but once in a while over the course of a few days it'll just start happening again and I'm fucking getting sick of it.
I have a GTX580 gfx card and the fan tachometer (as shown below) is reading out at 4020-4050 rpm. Its really loud but the gpu temps don't even warrant that kind of fan speed and manually trying to adjust the fan speed doesn't work (also shown below, its only @ "40%" but the thing sounds like its almost 100%). Sometimes it will randomly rev up and down but that doesn't usually happen. Oh and restarting my computer doesn't always fix it.
I've also tried MSI Afterburner but that didn't do a thing. The gfx drivers are updated to the latest version. There isn't much on google, if I'm missing any information just ask.

Though I'm not sure of the date of purchase, let's say I'm out of the warranty period. Could I still get a free replacement?

GTX 580 was released in the holiday season of 2010 and all the big manufacturers (EVGA, ASUS, Gigabyte, MSI) have a three year warranty so you'd still have warranty until the end of the year, assuming you purchased it when it was released.
If you're out of your warranty period then no you can't get a free replacement. You'd have to buy a new heatsink to replace the heatsink or buy a new card entirely.

If you disable auto in your fan speed, does it still do the same thing?
Also, in case you are already out of warranty and if you are comfortable tinkering with your videocard, you can replace the heatsink with a closed loop cooler like the Corsair Hydro or Antec Kuhlers. All you have to do is strap them to your video card and disable the gpu fan entirely, zero fan noise.

Corsair Hydro would only cool the GPU and not the surrounding components so you would need decent airflow. And no, you don't get zero fan noise with a Corsair Hydro, you still need fans to dissipate the heat from the radiator.

Ah right, I had to be specific, I was referring to the gpu fan.

You need the original receipt to claim warranty anyway. The receipt should show the purchase date.
For some products (depending on the last two letters of the part number) EVGA grants additional warranty but only if you register your card in time at evga.com. (I think it was within 30 days of original purchase.)

Tinkering with the fan speed setting does nothing while its going full speed.
Ok thanks guys for the information, I'll try and dig up a receipt, problem is that I got it from my Dad's work place so seeking out warranty might be an issue.
Also today its been trolling me, random full speed fan then goes back to normal. Urgh

Do you accidentally have the EVGA software and some other software trying to control the fan at the same time?
I occasionally get this problem when CCC and Speedfan can't decide who's in control after booting, although Speedfan takes back over and properly goes back to automatically controlling the fan once I manually set it to whatever speed.

Nah when it first started I only had EVGA installed. I don't think there were other programs set to control the fan speed.
