@boblhead... i actually download a program that did that through a GUI interface.. its called 'sharpkeys' that would change the registry but when i logged back into sc2, the hotkey setup inside sc2 over-wrote the change i made within windows. Maybe there might be a different way that u might be saying, but sharpkeys changed the reg values and didnt work for me.
thanks a lot though for your help and yes.. autohotkey does require a bit of research to get it working.
btw.. i emailed blizz support asking if it was possible to get the tilde to work as i wanted it to and this is what they wrote back to me

Hello,
There isnt a way to change the hotkeys for SC2 through the Blizzard supported method. If there is a way to do it, it would be through a third party developer and probably would be in violation of the TOU.
Investigate at your own risk.

so just a heads up for ppl that want to make changes via 3rd party software. I think its more based on setting commands to do multiple things with 1 key stroke, but im not really sure cause i didnt read the TOU
