Behold this guide is specifically meant for low speed (<1 Mbit/s), plus it has some minor flaws which has been pointed out in the comments above. I would at least encourage you to look at these guides (too):

I strongly encourage people not to blindly trust the result of Speedtest.net. It is only a rough estimate on the bandwidth to whatever server you choose, but it will never be the actual streaming server at Twitch.tv - and it will very unlikely reflect whatever ingestion Twitch.tv may or may not have (I have a hunch that ~80-90% are using the same server - because they have never changed their default settings). Therefore, use the far more precise measurement feature (the "Test Bandwidth" button) that Twitch.tv just have built into their XSplit plugin.

There is an option now to speed test your bandwidth with the beta 6 of xsplit. Here is a link to try it for yourself it is easy to find in the options menu http://www.xsplit.com/broadcaster/help/index.html?bandwidth_tester_guide.htm . Speed test all the closest servers to you to get a good idea of what upload speed you should pick.

Yeah you can perceive 16 fps is smooth motion...if you never saw anything above that. I have a 720p 60fps stream and you can CLEARLY tell a difference from ANY other fps setting. It looks like you're watching someone play from your computer instead of watching a stream. Check it out sometime...and follow.

Although 60fps is nice to look at its a waste of bandwidth. 2 personal notes about your stream brovermind are
- Fraps is saying your getting 40-60 fps so half the time your games not running 60fps probably due to cpu lag from trying to capture 60 fps.
- your aspect ratio is off which I'd imagine having a full screen stream would actually be more enjoyable experience to watch than the extra fps that's not always noticeable.

Apart from that it looks nice at 720p good luck with your channel.

I'd like to recommend that you update the OP with the information about the bandwidth test, as well as optionally incorporating some of the remarks by people responding to your post. Ie. as I already mentioned here, it doesn't make much sense to speedtest to San Francicso if you're streaming to Amsterdam.

Hello, I am a premium user so it may be likely if you can't access beta 6 than you won't be able to bandwidth test via xsplit. The update about the bandwidth is on the main post, its just below the san Fransisco paragraph. Also the San fransisico paragraph also stats that San Fransisco may not be the closest server to you. I will update that you need to be subscribed to use the bandwidth test, thank you for this information.

I am using a Quad Core Xeon 2.27 GHz with a GT 240 1g DDR3 vid card, win 7 64bit, when I try to stream to twichtv I get a low FPS and quality on the channel but my Computer is running great, high FPS and my Processor is only at 50% and memory is only using about 3g out of 4g. I use xfire to broadcast. so my question is if my processor and memory are not being maxed out but still getting a low grade stream could it be my GPU or would it be "xfire"? or possible my CPU still isn't beefy enough?

Dell Precision t3500.
Speedtest appears to be okay.

A waste of bandwidth is bandwidth unused...remember that ....got everything good to go now with aspect ratio...streaming at 800+ now, woot woot. Depending on the map, fps will drop, but a majority of the time its smooth at 60fps, i always mess with the settings though but so far so good.

Hmm sounds like gpu but it could be a internet problem possibly too. whats the stream and internet settings. Maybe give obs broadcaster a go it is free and might work well for you.
