Are you sure the buzzing is coming from the GPU? I'd be more inclined to suspect the PSU if you also get random crashes. Cougar is a division of HEC as far as I know, and HEC doesn't make good PSU's...
And if it is the GPU and you're still in warranty, you could try getting it replaced (though your mobo doesn't have onboard video so you'd be without that PC for a bit unless you have a spare GPU).
As a side note: Your mobo seems to have 8+2 power phases (though without heatsinks) so you could safely do at least a little CPU overclocking if you get an aftermarket heatsink.

Cougar-branded units are generally better than average (but often still not good) HEC units. It's their premium brand. I'm not sure about CM series though. I wouldn't expect any Cougar unit to have trouble with like half load though.

@ wabbit Yeah, I am pretty sure it is the gpu. But that appeared after dustcleaning the fan. So maybe i was unlucky and some dust/hair etc is now stuck up in the fan? Also, its not buzzing all the time and it stops sometimes when i move my PC. Additionally, the crashes are indepent of the buzzing because they appear since one and a half years whereas the noise is new.
On the warranty thing: Who do i have to contact theoretically? The website i purchased from, the brand who built the gpu or ATI/AMD?
Also i have absolutely no experience in OCing, so it would not be my first choice unless i had semi-professional help in my room 
And just out of curiosity: If my PSU is causing the crashes would it do only so if its under heavy load? Because it mostly crashes browsing the internet or similar things.

Start at the company that sold the product. Then the manufacturer of the card. AMD won't be any help as they only provide the GPU and not the rest of the card.

PSU problems are more likely to be noticeable at higher loads, yes.

I have a 5770 that buzzes sometimes and then I tap the fan and it works fine again.
You could ship it back to the brand that built the card and they would repair it for free. Call first obviously.
Overclocking a GPU is dirt simple as long as you stay away from voltage. MSI Afterburner is for the most part what everyone uses.

Quick question. I just built my PC and it doesn't work :O
The PSU I bought doesn't have the secondary cable for the motherboard (the one for the processor I believe), so I tried to build it withought this cable, but it doesn't seem to work. Is it the explanation or maybe did I mess something else up ?

I have it clocked to 990 with no voltage increase.
I have memory downclocked to about 310. Down from 1200 I think?

Heh, not quite. It is just a mining card I plugged in for the winter.
When I use it for display it crashes at about 945 with no voltage increase and 985 is really pushing it at 1.2 volts. or something like that I dunno its been awhile.

What's the best PC I can build for streamikng SC2 with a $800 budget? I already have HDD, display, keyboard and mouse, and OS. So I need.. Case/PSU mobo processor graphics card RAM maybe solid state drive? if you guys think it's worth it for streaming and in my budget

That looks pretty good. What do you think about a smaller SSD? I could put $70 toward other components with one half that size. Or do you really think 128GB is a good idea?

If you're not recording, it would be somewhat better for streaming to get an i7-2600k instead of the SSD (or downgrade to a smaller size). Most people who aren't high-volume streamers would consider the extra performance of the i7-2600k not worth the extra cost though. If you don't need 1080p output or want to squeeze in a little better compression, the i5-2500k is plenty fine for you.

You could get away with a 64gb SSD. Windows 7 is about 20gb and Starcraft II in total is probably going to be 20-25gb.

Just don't put SC2 on the SSD. You wait for everyone else to load anyways. I only put single-player games on my SSD.

The budget of 400-500 euros may be too low to be able to run current games well, unless you don't care much about the graphics settings. Do you need an OS or not?
A few more questions: 1. Have you tried playing games using the TV? Many models have noticeably large input lag and make playing most games uncomfortable at best. 2. What are the size constraints? Is it not possible to use a normal mini-tower case? Is a horizontal layout preferred? 3. Is noise a concern at idle a concern? How about noise under heavy load?
