First off you PSU is no-name brand. Considering your PSU has the ability to insta-fry your components I wouldn't skimp on it (quality 450w). The GPU you choose is over priced, I suggest getting a GTX 460, HD6850 instead. Your missing a Case and Optical Drive. Get a cheaper B75 motherboard.
Yes you'll be able to stream with fairly decent quality.

That's pretty clearly a stock chart for multi-rail stuff. There's another cell labeled +12v at 32a. Granted, it STILL scares the shit out of me, but it IS labeled.

Ok, I have some more time to elaborate now: Ultra LS600 is apparently rated at 32A @ 25C which is laughable. As a comparison my 500w PSU is rated at 50c and still outputs 42A. So, at best the Ultra LS600 is a glorified 400w PSU with no PFC, and probably no other safety regulations whatsoever, built by some shitty chinese company called Yuelin in 2007. I'm not sure why anybody would put it in their system. And that's not the worst part, the voltage regulation is way way way out of specifications, it'd be a critical danger or at the very least instability for your other components when the 12v line runs at 11v...
I've said it before but what the hell guys, PSU is the most important part of your computer, don't skimp on it. Over and over I keep reading threads here about clear hardware issues and then when you finally question their PSU they're like, 'oh yeah i have a 800w ultra diablotek ace hantol power supply'. No shit you're having problems...
If you don't know anything about computers and only care about 'gaming performance' then just go with antec earthwatts (as an example). They're dirt cheap and like everyone keeps repeating, 380w earthwatts is way better than your fucking 800w ultra diablotek ace hantol power supply. DONT USE WATTAGE SPECIFICATIONS AS A RULE FOR QUALITY OR ANYTHING.

Rosewill and Kingwin are pretty much NA brands. In Asia, Super Flower is actually somewhat big selling under their own name. You'll find the the unit mentioned as Super Flower Golden Green Pro (400W is okay if it's a good power supply like that; SF400P14XE). There are some other options too.
Anyway, I would save money and space by not getting a HAF-X, as that's unnecessarily big. Larger cases with more fans just mean more noise and dust (hopefully most into the filters). The larger the case, the more dead air space also.
Extreme4 is probably not necessary, but you do want some kind of Z75 or Z77 motherboard, to be able to overclock the CPU. The others don't let you do so.
It's difficult to recommend specific parts because availability at a given shop may not reflect all options available in that country, much less in the world.

My budget is about $1300, and I'm not really aiming for anything other than system optimization. The only possible request is maybe a gaming focused computer.

Scaling on RAM is horrible. 1600mhz right now is the sweet spot in terms of price/performance. On sandy bridge (2500k) the difference between 1600 and 1333mhz RAM is ~4% overall. The GTX 560Ti is in a bad point right now. I know a few sites where you can get a 560Ti-448 for $220AMIR and then there is the HD7850 at ~230 in the picture. If the main game you play is SC2, the 560Ti-448 is the way to go, otherwise the HD7850 is overall (~5-10%) better.
I would recommend the Cooler Master HAF 912, or the Corsair 300R. The 300R has the best price/performance for cases that have USB3.0. The HAF 912 Does not come with USB3.0. I would recommend the ASRock Z77 Extreme4 ATX Motherboard. You have a 3550 listed however a 3570K & Cooler Master Hyper 212+ is ~$60 more. You would then be able to Overclock and thus gain ~20% more performance on your CPU.
For power supplies the Rosewill Capstone 450/450-m is probably the most recommended in this thread. The 80+ Gold Rating is sign of quality. The modular version comes with a small premium however being able to detach cables you don't need and store them elsewhere so your air flow is better I believe is worth $10.
You don't have a Optical Drive listed. The cheapest one you can find will work.

I'm not seeing a 4% difference between 1600 MHz and 1333 MHz RAM in most applications, or on average, discounting memory benchmarks from the average. That said, it's only about $3 more expensive for a kit of 8GB, so it's probably worth it. Certainly some 2133 MHz kit is not.
80+ Gold on a power supply isn't a sign of quality. It's a sign that for marketing / sales / product differentiation, somebody implemented a design and maybe some tweaks that trade higher cost (and sometimes lower performance) for higher efficiency. Also, if a couple of extra cables in a typical midtower chassis build—from a non-modular lowish-wattage PSU, compared to a modular lowish-wattage PSU—are going to have a significant impact on system cooling, I don't know what to say.
That said, the Capstone in particular is a good model, particularly for the price.

Not much, and your cable routing is not as good as it could be. Besides, most cases people buy these days have bottom-mounted power supplies, including the two you mentioned. They also tend to have cable routing holes in the motherboard tray. Extra cables sitting at the bottom—below the front intake fan position and below all motherboard expansion slots—are hardly in the way of anything.

Cable management was only a major issue when people used those obtrusive IDE ribbons. If anyone remembers, most cheapish motherboards had one or two ports for the ribbons and you'd use a single one to connect your optical drive at the top and your hard drives at the bottom.
Cable management these days is more about presentation. Very easy to deal with since you can tie them down with zip ties.

when i was buying RAM, i saw a ton of weird specs that made no sense to me, namely the "timing". I just randomly picked one that stated 9-9-9-24 without understanding what it means. Can anyone please explain? :o
also, i have no idea what a "soundcard" is- do they get attached to the motherboard the same way a graphics card gets placed? I'm planning to hook my new computer to a nice set of speakers- would i need to purchase a sound card for that?

Most motherboards have on-board sound, so you don't need to buy a soundcard, and unless you are an audiophile or get tricked by 'gaming soundcard' ads, you don't need one, especially for a normal set of speakers. But yes, they do attach the same way as a gpu, however they go into PCI slots instead of PCIe.
You can get some cheaper 8gb ram kits but if you insist on getting ones that you think look good, go for it.
I wouldn't get such an expensive case either... you can easily save $100-125 on that selection and get a (much) nicer GPU like a 670. Of course, if it's for SC2 only, 560ti 448 is way more than enough already.
edit: RAM timings... basically the lower the better, but 9-9-9-24 isnt bad at all. You don't need to worry about RAM timings (or even speed) unless you're a hardcore benchmarker (the difference between 1333mhz and 1600mhz is about 1%).
edit2: I'd rather get a neo eco 520 instead of a capstone 450. I just don't like Rosewill brand PSUs though. Someone else who knows more about their PSUs might say otherwise.
