Hey guys,
Was hope'n to reach out and get some tech help. I feel like my comp should be fine to run SC2, but have recently been getting some killer lag when 200/200 armies start clashing on screen.
I've also recently noticed some slowdown when I play WoW. This makes me wonder if I might have picked up a bug or something...
Here are my specs:

I've also added an aftermarket card. It's a few years old:
ATI Radeon HD 3600 Series. (Kinda feel like this might be the problem) - Almost bought a new card today, but held off until until getting some feedback from all the good people at TL. =)
Any pointers from you techno-pros would be much appreciated.

If I were you, I'd buy a whole new machine, not a new card. Dual core pentiums are ooooooold 
what settings do you play in-game on? have you posted on the battle.net forums?

Along with your graphics card, SCII is heavily dependent on your processor. Pentium D is pretty outdated, so you should really shoot for the core 2 duos/AMD counterparts at the least to boost your performance

You can probably pick up an i3/i5 and motherboard with ram pretty cheap to replace your outdated processor. That video card should probably be replaced with a 4870 or 5770.
Stay away from i7 because they are too expensive for the performane you get while gaming. My c2d performed better than my friends i7 in sc2. He beats me in dragon age though and i7s are great for running multiple virtual machines.

i lowered down my resolution recently(of course including lowering down the settings), that helped a lot.

Thought that chip is a bit old, it should still work fine for sc2 purposes. The problem is defiantly your very old graphics card. I would suggest replacing that first, there are several good options for cards now @ <200$. You can find 48xx or 9800s less than 100. I just bought an evga gts 250 for ~$130, or for a little more you can get something in the 5770 range, wait a little while and the gts 460 will be out as well.
Even if you decide to build a new pc, you are going to need a new gpu, so you might as well get that first so you can get back to gaming. Then you can take you time to build exactly the pc you want. Considering back to school season is coming up, that is usually a great time to buy.

Make sure that your power supply has the necessary connectors and has enough wattage to support whatever card you choose to buy (if you take that route).

Also having the same problem with lag when there is a lot of units in game. Can play 1v1 or 2v2 player games just fine but 3v3 gets pretty bad mid-late game and 4v4 gets bad quick. Wondering if there's anything I can do to fix this? Is it my graphics card? I keep my graphics set to high since I tried lowering them and it doesn't help so why keep them on low. Anyway here's my system info:

Huh, looks to me like you should be able to run 3v3's and 4v4's with decent performance on that computer, are you sure turning down the settings doesn't help? have you tried messing around with different settings and such to see what settings affect performance the most? it's ctrl-alt-f to get the game to show current FPS i think.

your CPU either barely or does not meet the SC2 recommended spec, depending on the vagueries of the turboboost nonsense. turning physics off will help a bit.

You're specs are much undesired I had a similar system (its a bit faster, I also now use it as a leg of my table) but it had a ATI Radeon 4350, 4 GBs of ram and to be honest that thing was a hunk of shit on lowest settings it barely grizzled through SC2 you're definetly in the "do not want" mode for running Starcraft 2 so I feel for ya.

Your D processor is a bit too old. Set everything on low, clean up your OS, defragnment your drives, you should squeeze up few more fps.
