It's unfortunate we have so little resources from blizzard, we can't even implement things like this. It sucks because these affect balance and some are pretty game breaking. I pray Microsoft does something.
I think you are confusing things ESL is just a tournament organizer. Blizzard is responsible for the patches and the balance. Also, don’t complain deal with it.
ESL is running the whole show at this point, not just hosting tournament but also getting involved with the map and balance patch. Granted they are not directly responsible for the glitch and bug, but they must act once somebody found out those bugs and proven correct. Blizzard just not giving a damn at this point. And telling players to "deal with it" is just dis-respectful, remember how Solar got blocked by a single Pylon wall in GSL? How do you think he should deal with it?

I will bite: It is just a general advice to accept the common and carry on. Otherwise you could argue and some random Internet for room and get angry and waste your emotions. I know it's ironic writing this.
It's gonna get worse, not better. Everybody who cared left the company years ago, it's been 3 and a half years since many of them were given the "Swap to Diablo or quit" speech and things were rough for a while before that. They're not coming back. At the moment they're not even wanted back.
If there's a 180 reversal tomorrow it'll take years to build a good team and get something good rolling again.
Give your attention and support to the guys who are working on making good games with/for us, there are plenty of them right now.
I remember a Feardragon video which talked about how scared he was about the ESL-Balance council era patch because effectively no one knows how SC2 code work anymore and there's pretty much no one left to debug the patches were they to break something major.

Debugging is a QA problem, not a coding problem. You can debug a program without knowing anything about the code base.
That said, I don't think there's a QA department vetting these patches.
