This game is a PvP. I am going for Dark Templars and he went Proxy Air. As the game goes I noticed that he does things that a maphacker does. I confirmed this when I saw the replay.
1. After his fail attempt on my probes he sent his Oracle back home. As he sent it home he scouted the one place where my proxy pylon is. On the hill. He microed his Oracle just enough to see my pylon.
2. While #1 is going on, He built a forge. Upon the completion of the forge he made a photon cannon.
3. Trying to ready in his front he had no vision of my units. But when I'm about to go up he forcefield the ramp a second or two before he had vision of my army or just right timing. The point is he knows that I am about to go up.
4. HE NEVER SCOUTED MY DARK SHRINE BEFORE HE BUILT THE FORGE AND SENT HIS ORACLE BACK HOME.
This guy is so obvious. WTF right?

Yeah I agree. Pretty obvious.
He watches (through the fog) as your pool goes down, he hides a probe in a random corner (dodging the overlord), he never scouts, he watches your six lings being created, he walls in with pylons for no reason, he watches your lings and drones run across the map (through the fog), etc.
This thread may prefer higher level hackers... definitely send a report to Blizzard about him though!

I agree with both your points.
I could see any legitimate player (who's proxying 2gates) type out that excuse, as it would explain his lack of probes (cutting workers to get out his proxy tech faster), so I don't think what he said is that important.
That being said, he started typing that excuse a few seconds before he should have seen your drone scout through the fog of war, implying that he was prepared to write that once you found him... but you hadn't actually seen his base yet.
Also, obviously, proxy 2gate on whirlwind (not even cross spawns, where he could argue that he just thought they were forced cross spawns) makes it look really bad for him... he never scouts you.

It doesn't look like he's hacking imo. Yes he did open up 2gate, but he eventually scouted your proxy gate with a probe at a "normal" time, and didn't really do anything suspicious beforehand. He only chronos out zealots once he scouts your proxy gateway. Also, he doesn't have his zealots in particularly good positions half the time (e.g., at the 4 minute mark, he's chasing a probe with his 2 zealots and lets your 1 zealot run into his mineral field). He doesn't have that perfect reaction or reaction time as far as I can see.
I think you lost because you half-assed a proxy rush, and that put you behind because you cut so many probes.

His 'forgot to pause' is a lol move, but apart from that is not anything against terms of agreement for this game.

Description: I know nobody really cares about team games, but we played against these guys several times, and they did fishy all ins against us without scouting each time. The player in question is iCUP, and he starts off by immediately setting his camera locations to the four opposing mains, and then frequently looks into the mains through fog of war. They six pool/crawler rush my teammate immediately, without scouting where he was. He makes a mass cloak banshee transition when he sees I have no obs and a low stalker count.

7:40: Right at the moment i drop some Units into his main base he pulls all his units close to it, without seeing anything. The Drop hit a small place he had no vision of.
8:55: He sends his Vikings, when i start a Hellbat drop, but this isnt really an evidence, because he just could have anticipated is considering the current metagame.
10:30: He lands 2 Vikings in my mainbase and immediately lifts them, when my army moves closer. Again he hasn't got vision of my army.
12:20: He moves his whole army towards my third base, although he didn't scout it at all.
12:24: He looks at my Hellions in the fog of war. After this he pulls back his army, although he wanted to attack my thrid base before.
14:44: He directly looks at my Vikings that are scouting his fourth base, without seeing them before.
15:00: He kills some of my Vikings and it looks like he wants to push with his whole army. Suddenly he decides to send all his army back and his vikings to the bottom, right into two medivaces with Hellbats. After he cleaned up my drop, he pushes.
19:08: He looks at my army through the fog of war.
19:36: He pushes with his whole army towards my fourth base, without scouting it before.
19:48: He scans my army, which is standing in an unusual position. Usually you wouldn't scan exactly there.
22:14: He looks at my army throught the fog of war, which is moving towards his fifth base. He then pulls all SCVs and MULES of the base. It looked before like he wanted to sent his army there, but he then realized that my army was much stronger.
23:05: After destroying his fifth base I pull back instead of going for his fourth. He first wanted to send his army to his fourth but then he pulled back, when my army pulled back.
24:22: He lifts his OC at his fifth base right when my army is to get there. He didn't see anything.
24:25: He looks at my army through the fog of war and then moves towards it to intercept it.
26:42: I start to produce some banshees to abuse my air dominance. He then builds 6 thors, although he hasn't built any before.
26:58: He looks at my army pushing his third base. He tries to get in position in time, but pulls then back. I don't know why he pulls back.
28:22: He looks again at my army through the fog of war.
Overall: He went for a risky opener with 1 Rax FE. If your opponent goes for some kind of reaper play you'll usually lose. Also he did scout really bad. I would even say he didn't scout at all. At the end of the replay he didn't even saw my naturell once.
To be honest I am not 100% sure that he was maphacking, but there are so many suspicious moves.

He never actually scouts you either... not even a scan of your base, ever. That seems pretty odd too, especially for a fifteen minute master league game.
And yeah, the fact that he pulled scvs at the perfect time without seeing you approach him is pretty suspicious.
He also pulled back to kill your zergling the second it ran to his fourth, which is kind of... convenient.

Reason: I start off the game by building a 7 pool ( Catz 7 pool eco), where Hulk proceeds to wall off his base with a 10 forge. He cancels the 11th probe to afford this forge, followed by 2 cannons and a complete wall off without scouting. He does not scout until the 10 min mark, while blind countering my follow up.
