Yes, he is getting sued in Korea. It is not really our culture exclusive thing, even the celebrities didn't really give a shit about the haters but it started to become a fad to sue for cyber harassment just from a few years ago haha.

That being said, it can be very hard to file a lawsuit of something said over the internet for multiple reasons. Biggest is obviously that you need to tie the person to the person that was doing the harassing. Another thing is that it just isn't practical. I mean if a smart person wants to be a dick to you, he is most likely able to succeed due to how the internet works. If you are actually able to track the person down, it's most likely not a very thought out harass or the person is very young and/or in a poor state(fx. high mental issues). Then there's the fact the internet is kind of like a hydra, you cut one head and 2 come back. You are just opening yourself up to more harass really. All of this just leads to bad PR.
The accused is most likely Korean himself. In Korea your online presence is tied to your social ID.

I would argue for the good of all humanity, he should be sentenced. Internet harassment can be pretty damaging. Yeah you can just say "grow a pair", but what if it was your kid, or wife, or sibling, or gf, or anyone that you cared about being harassed incessantly and viciously online. Would you tell your loved one to "grow a pair"?

There's a difference between trolling and harassing and there is also a difference between once and repeatedly.
Trolling once is no big deal, repeatedly is tolerable for at least some time and no reason for a lawsuit. Harassing in general is a dick move and if you do it repeatedly you are nothing more than an asshole who deserves a punch in the face.
Judging from what I read in the OP, the netizen was one of these assholes, so quite frankly I don't care wether what punishment he could get is way to much or not. He went too far and now he maybe has to face the consequences. His own fault.
The internet is simply way to forgiving towards assholes. Sure, it's the internet, but that's neither an excuse for being an asshole, nor for letting one who drives it too far get away with it.
