The tv stations MBC and OGN have invested a lot in their BW tournament capital. A lot of that capital would lose its value given consumer preference shift to other games. Hence their interest to maintain its popularity.

OGN don't make much, if any money out of SC2, and they make money out of SC:BW, so I don't think they stand to gain much, currently, if SC2 has success, and they have the potential to lose out if people decided to start watching SC2 instead of BW.

They dont' do a big fancy production for WCG BW, why would you expect anything special from WCG SC2?

SC2 popularity would be higher if you didnt have to pay for an account in order to play, quite easy. PC bangs only needed to have BW installed and running on lan for kids to go play it, it's not the same case with SC2 yet. When that comes, maybe it will get AS popular. Right now it's only for those willing to spend the money.

...no? Why would that affect things in anyway? WCG is just an event match where Koreans go and destroy everyone, it doesnt mean anything for future of BW.

Basically when SC2 came out in Korea, they put the game up for "Open Beta" (it wasn't a beta, really, cause the game had been released at that point) for a long time. During that time any korean can sign up for bnet accounts and play SC2 for free. They ended that period but yeah, it didn't really help sc2 take off or anything.
Not sure if they still have the promotion if you pay for WoW you have access to Sc2 battlenet still, but yeah. Blizzard ran a lot of promotions in Korea to try and get it popular.
