Everybody has a dynamic address but it stays the same. Your ISP has a DHCP pool which keep track of your router mac often for more than a week. Basically, you could close your router for a couple days and your IP would still be the same. The part I don't know is the routing from university's a public places that uses NAT. I don't know much about how they work but it seem it would be hard to keep track of theses. Feel free to correct me if I'm wrong or explain the university thing if you know more.

It's not perfect as you mentioned since some people might have dynamic addresses but this is kind of negated by people watching the stream together. Other things that might have bigger effect on the number is how they add the numbers from the different streams. a) Do they count the unique viewers of all streams together? I would have been counted as 1 viewer b) Do they count the unique viewers from each stream separately and then add them up? I would have been counted as ~10 viewers since I checked out most of the streams for a little while. c) Do they count the unique viewers from OWN3D and Justin.tv separately and then add them up? I would have been counted as 2 viewers since I opened up the LoL stream for 30 seconds to watch what all the fuss was about. If they check IP and add a cookie, only a few people will get counted twice. That is they who gets a new IP and has turned cookies off, uses another browser or deletes their cookies.

They also have flash cookies for sure which u have to delete separately from the normal cookies. Only doubles would probably be ppl running addons like BetterPrivacy.
