That makes the percentage of legendaries WAY too high. Legendaries don't feel legendary when 10% of all new Pokemon are "Legendary". | ||

Only thing wrong with fishing in pokemon at least is how arbitrary it feels when you either get a bite or not. Slow overworld travel with nothing in the overworld, however, is the single biggest crime in game design, and you should feel bad for it. Sure, gameplay stuff can make a game bad, but slow overworld can make a good game depressing to play. | ||
