There's a solid 16 players that never drop out of Code S, another 8 who might miss qualifying for a season here and there, and then the last 8 spots seem to be constantly changing.
16 extra players would seriously dilute game quality in the starting rounds and hurt viewership.

Well, I did say "+ players". That's part of what I wonder about. Maybe we'd see new faces who basically get a walk into Ro48. I guess my thinking was: since we're treating the Ro16 as the real GSL nowadays anyway, why not fold the Code A experience into the lower rounds of Code S?
