Yep, mech/air upgrades should be separate and Zerg shouldn't be able to dump 8k of resources in 35 seconds in air switches.

uhh if you allow a zerg that much bank you should expect a tech switch, anyway by that time you should be able to have 3-3 air upgrades anyway, with split upgrades

Yes it is, because it allows zergs to actually hit broodlords timings and such without terran quickly pump out a few +3 vikings.
Also slows down the air transition for terran a little bit which gives zergs a better chance to pick mech players apart
