It is because Rain (and Totalbiscuit after that) whined about how much broken terran was compared to protoss since the Widow mine buff and compared it to Brood Lord/infest area.

He was going by feedback from Alicia and Crank. The collective asked for Ryungs opinion and TB said he would get back to us with some input/feedback from all the players, rather than just the Protoss players.

It was a happy medium in the end, but it was pretty gruesome before that.
