Well in an ideal world the terran would have way more resources, so more freedom to make oc's/sac scv's/switch his bio into more ghosts/vikings/maybe ravens. While it was a very different situation, when sos went tempest vs innovation at wcs finals innovation was just able to outmaneouver him and hit all over the map. I don't know how reliable that would be a real lategame situation though.
That said, going tempest is still very uncommon so none knows for sure quite yet.
thanks for the answers, guys. but now that i remember this game, i also remember that tempest are very slow, mb on another map a terran would have a much better chance to multitask the toss to death
