Imo he got confused because he saw robo+TC, so he thought blink + robo units. But still he saw a warp prism flying to him after that, insta turrets normally but Prime terrans will be Prime terrans.

He saw the robo as well when scouting the twilight -> DT drop is pretty much the only build that it would be with those timings.

I've always thought of it that way. Swarm Hosts were introduced as a siege unit, so I always imagined the locusts as projectiles that are just slow and you can kill. I realize this is an... imaginative vision of it, but it beats whining about free units.
