Idd. If all your remaining buildings are either uprooted or lifted you should really be "out of buildings" since those buildings can't do anything while they're in that mode and it only serves to abuse stupid base trade mechanics.

Yup Mvp vs some Zerg on Bel'Shir winter is the last time I saw this situation happen, keep in mind Bel'Shir winter was removed in 2012 so this kind of thing almost never happens.
