A Stargate opening with 1 VR and 3-4 phoenix to pressure and secure a 3rd expansion is a great in that it can deny muta-harass and also setup for a nice deathball. However, getting a SG which is 100 gas, the fleet becon another 200 gas and the upgrade another 150 gas, and then 5 phoenix, 500 more gas. When the opponent already has 20 mutas its just stupid to go trough all those steps and to sink in so much gas early on only 2 base is inviting the Zerg to just make a Roach warren and bust in your front door since you won't have anything to hold with.

So, in that sense, the upgrade is useless. The way Blizz went about to handle the muta problem was wrong in a lot of respects, check out SOTG ep 63 to hear it all.
