Actually most sports broadcasters will do this before or after a break (usually after). Its to reintroduce yourself to the audience. You will often hear something like "this is Mike tirico, joined by john gruden and ron jawaorski here on Monday night football". Its just to tell the audience who you are listening too, especially those who tune in during the commercial break.

Actually soccer is only sports where Sweden wins currently. Sweden is getting owned in hockey and floorball =) It's just a friendly rivalry between neighbours.

NFL - After every other commercial break the commentators re-introduce themselves, i.e. "If you're just tuning in this is Cris Collinsworth with Al Michaels and Michelle Tafoya or w.e her name is on the sideline" same thing with the NBA, MLS, FIFA, every sport.
I watch too much football and it does not happen as much as you say hahaha.
more like "if you are just tuning it, this just happened, or this has been happening"
