English is much easier to learn for Europeans, just like Chinese is much easier to learn if you are Korean. Korean can speak good Chinese after just 1-2 years of learning, while most European have hard time to speak the basic after a few years in China. Or just look at Tastless and Artosis, they barely speak Korea after 2-3 years living in Korea full time.
Actually, Chinese and Korean are not similar to each other. Their relationship is like between English and Latin. Korean language borrowed word roots from old chinese characters. but that's all. They have very very different grammar, sound system, and writing system.
Chinese : S+V+O Korean : S+O+V, an agglutinative language

It's more difficult for the Koreans to learn English and while most educated Koreans can read and write sort of decently, their speaking and listening tend to be at very, very low levels. Plus, there is a good chance Squirtle doesn't even have a high school degree considering his age and his profession.
Pretty surprised with how this group turned out. I would have actually picked Sjow to top the group with Squirtle just behind and Moon not even making it out of there. Apparently, I've been underestimating Moon or he just had one hell of a day.

Language is too different. It is very hard for east Asians to learn English, look at Japanes, Korean, and Chinese. They all can not speak good English, even though they learnt English for 5-10 years. For Europeans, it is much easy.
Japaneese are exceptionally good at english actually.. relative to the other asian nations. Also, if you are somebody who will encounter a lot of people speaking english due to your job it should be quite normal to learn english.

I think another aspect is that you don't need English that much in Asia compared to Europe (the West in general). So there's no incentive to be able to speak and write English.
