So I looked in a few places for this on TL, Reddit, etc. I couldn't find anything regarding my issue in particular.
So what is happening is when I enter a game I have my Camera Location as follows:
Ctrl -> F1 (Sets Camera Placement) Ctrl -> F2 (Sets Camera Placement) Ctrl -> F3 (Sets Camera Placement) ...etc...
F1(Snaps to Location) F2(Snaps to Location) F3(Snaps to Location)
Now I have used this for years now with no issues. Recently I loaded up Starcraft and was playing and all my locations to set and to go camera location have worked except 'Ctrl -> F2'. I figured my 'F2' button was messed up but it works 100% fine in DotA 2 and other games that I use it for. All my keys work on my keyboard.
I have reset all my 'Global Hotkeys' to defaults and changed them back and I still run into the issue of the 'Ctrl -> F2' hotkey not working. I have figured out if I go to the location I want as 'Ctrl -> F2' and click that Hotkey configuration more than once it will remember the location properly.
Can someone please help me with this issue? It's very frustrating and I assume there is an easy fix since it has worked before when playing then after reloading the game after a couple months it randomly stopped working.
If there are further explanation required or would like pictures of my setup for hotkeys let me know and I can upload!
Thanks!

I had this recently and it turned out my AMD graphics card software had a capture function set to Ctrl F2, overriding the one ingame. I just removed the special game enhancement shizzle since it didn't have an option to change the hotkey.

Thanks Saechiis, I had the same issue and that's exactly what it was.

I use shift+f2 to set location, not control, and I have problems with it not working.

Having the same problem for a few months now. Currently using ctrl+F6 to set the position. After that I can use F2 normaly to jump to the location. Also using no AMD Card^^

I've been having all kinds of problems with my f1-f8 camera hotkeys, too, although in my case I think it has to do with playing the game on a Linux system through Wine. In HotS only my F1 and F2 keys worked, and now none of the function keys work. The weird part is that I can assign ctrl-F1 and F1 to a camera in the hotkey setup, so the program is obviously recognizing the keyboard input. But then when I try to use the camera hotkeys in game it doesn't work.
EDIT: for me it's specifically a problem of the CTRL+function key combination. If I set the alternate camera assignment key to be ctrl+some other random key (like ] for example) then I can assign using that and then use F1 etc to switch the camera.
