We can use this list to keep track of how many actions we have left to use. We gotta assume that the players that are about to get burned aren't going to cooperate so we need to save an extra push to counter their pull for every person we decide to kill. We also gotta assume that a couple people will be afk and forget to push/pull, though hopefully we can get more participation than the previous time.
