[D] Tanks should get Red Buff more than the ADC

Why? Tanks like Sej, Shyv, Naut, Jarvan, etc. dive hard for the enemies. This means they need some damage which Red Buff is perfect for them. You are enabled to stick better and you get so much more damage for the enemy squishies. Meanwhile the ADC might not be able to get to the squishies with Red Buff and held back tanks in their way. While they could use the red buff against said tanks. I think it more important to kill a team's priority squishy targets first.

What do you guys think?

hotshotgg was a big proponent of that in season 1-2, I think it's good early mid game, but the moment your adc reaches break point you want any boost possible on him.
Be nice, buy wards and don't feed double buff.

around the time tanks get too tanky to focus and adcs get their third item is when you want the ADC to have the red buff. Obviously if they don't really have any tanks red buff is going to be a lot less useful.

The problem with redbuff on bruisers is that later on the adc can keep redbuff on you while typically they have a support and escape skills meaning you have trouble keeping the red buff on them.

Someone with good movement speed but still relies on autoing pretty much wants red all the time so your master Yis and udyrs and warwicks and trynds

for example sejuani has terrible sticking power her main strength is having an insane amount of gold/xp from farming jungle+lane so you can't duel her and can't focus her so she plays the brickwall role very well even if its not hard to keep her away from autoing your ADC red buff or not

Redbuff's slow is generally better on melees too since it applies for more and keeps targets in range better, but it's true that it's harder for melees, even ADCs like Yi or Tryn, to keep red buff applied to targets. That said I don't mind when a jungler takes it. If Red buff were flat damage then I'd want it on the guy with the highest aspd but since it's not, it's fine on anyone.
I think in our modern age technology has evolved to become more addictive. The things that don't give us pleasure aren't used as much. Work was never meant to be fun, but doing it makes us happier in the long run.

I think it depends entirely on the game circumstances.

It depends. The higher elo you go the more people will start peeling for the adc. Generally speaking tanks shouldn't be able to get much more than one spell rotation off unless they're completely ignored or ridiculously fed. Whereas ADCs can get off multiple auto attacks and stay alive for longer periods of time.

peeling depends on team comps more than elo assuming people are grouped scrappy fights happen in all levels of solo q

Red buff lategame on the adc is not for the damage but for the peel/persistent slow.on divers. Midgame is the same story unless the adc is underfed or behind on the overall power curve of the game. As ADC I only ask for red buff after my third item or so.
Most tanks and bruisers typically have a persistent slow in their kit and are just for damage soak/skill rotation anyways. Otherwise it may make sense for a slippery support like janna to have red buff to just apply the slow/dot to whomever necessary since in theory she isn't the one getting focused down in fights. Plausible in theory but probably just not as effective.

While it is true that often during the midgame(before adc reach the breaking point to wreck tanks/bruisers) red buff is possibly better on bruiser, after a certain point it is better on the adc although the slow is nerfed on ranged carriers.
Adc can make good use of the slow/true damage not only for peeling purposes but also for CLEANUP. Your tanks/bruisers should ideally not be the ones to clean up the fight but rather your carries. And for that even a bit of slowing is useful.
Beside that most tanks really dont need the red buff to do their job. For some bruisers you could make an argument(for example udyr, yi), but except for them most of the time the red buff will be more useful for the adc.

If the enemy has more knock away/dash peel than your tank has closure then it's actively bad, since you can't stick to an enemy adc with red unless you're right next to them. So as soon as they knock you out of that area you're done.

Similarly most tanks will 1v1 ADs if they are next to each other, and most ADs aren't fast enough to kite a tank even if slowed with adc red buff if that tank is next to them (IE they cannot create distance fast enough if they even can).

As well ADs want to have the extra slow for when the tank is not next to them and could otherwise run to close, forcing the AD to kite out of the fight or get closed on where with red the tank won't be fast enough to close in time.

So there isn't really a situation, in a team fight, where it makes sense for the tank to have red. Either they can close and don't need it or can't close and can't use it.

Unless your AD is Ashe. Ashe should probably donate red
