1. He isn't currently. 2. He never was. Unless she is talking about Lulu play, Rookie used to be a really good Lulu, and I don't think pawn ever really played it.

At level one against Plat plus who knows what they're doing I always seem to be behind on setting up the wave properly so their waves are always pushed against me. I always auto to push the wave but I think I'm doing something wrong in skill usage. If I spam skill on wave, I lose mana and sometimes get punished on cd as well. Any tips? I play mostly ori in this scenario for context. I almost always get to push because I try trades at early levels with Ori (when they don't have all their abilities to drown my passive's damage in their free retaliation) and draw some minion aggro, plus I use Q 1-2 times. I don't know if it's the right thing though. We tend to play against mostly Silver players, with the occasional Gold or Plat so I can afford to play aggressively (I pick here in our ranked 5s team). Had a Plat Azir last game, dunno how the lane would have went without their Lee diving me and dying when I baited him. Azir got a triple afterwards but me taking chunks of his HP felt more like him being antsy with E to try and stay in range/follow me than me really outplaying him. He's so strong compared to me at level 2, and it becomes impossible to auto harass him because range. :<

There was a lane I played in where the opposing laner literally just stood and ate every single combo (and then stayed in lane at 10% hp the entire time ...). I checked his MMR and he's Gold 2?! I thought he was high or on drugs or something but subsequent games against golds were just as bad. However, in the inhouse against a plat2, I got absolutely wrecked in lane with an estimated 1K gold difference probably around 10-15 mins. My level one got me completely wrecked as I popped both pots because I misplayed it horribly and somehow ended up in a scenario where at one point he had six minions to my none ...

Yesterday I ran into a Kalista, who was probably some Korean smurf who gave me sweet sweet nonconsensual buttsex (his Kennen support was pretty decent too). Just now, I was on Thresh with a Sivir against a Draven/ Lulu. We pretty much won the lane at level 1 because Sivir landed a good boomerang, then I harassed Draven for awhile because he didn't back. Hit lvl 2, EQ, first blood. Lulu stays around, I hook and we pick up another kill. We decide to stay, Draven and Lulu come back and we pick up a double kill. This is about the time we should probably back, but Draven comes back, we kill him AGAIN when he gets out of range of turret, Lulu comes back, we get her low, she finally runs and I kill her with a flash hook under the turret. At 10 minutes we're 6/0. Things don't go perfect, but it's about a 30 minute game with Sivir finishing 24/4 (Draven manages to pick up 1 kill somewhere).

I think the thing that makes Gragas strongest now is his W (and I'll bet that's what gets nerfed, or maybe it'll be his base stats). It's got 2 components which are both insanely strong-- the damage reduction is constantly up, and he's got a good nuke on a 4s cooldown. His ult is okay since it's relatively hard to use, and I can live with his passive regen.

All that CC/displacement/dmg reduction from his kit. He's easily up there with Sejuani.
