Note this list is for both solo Q and competitive, also mentioned some extra champs as a couple of them are super flexible atm.
I would put Katarina in place of Diana just for solo q purposes. Diana that strong besides a few recent pro games?

Morgana? I thought she was only really a flex pick mid/top and that most of the time you wanted her support.
Viktor/Xerath should be on there for the 'hard wave clear stall till lategame" champions, which are a lot more prevalent in soloqueue and competitive now

Also I'd say that Elise with new jungling enchantment is pretty damn good again.

You can get a statistical tier list from champion.gg
I think the tank junglers have finally overtaken the carry junglers.
http://champion.gg/statistics/#?sortBy=general.overallPosition&order=ascend&roleSort=Jungle I think J4 might still be top tier if he builds full tank, but the majority of soloqueue doesn't build full tank. Vi and Rek'sai, need to contribute more with their dps since their ults aren't sometimes 3 second AoE snares that can't be reduced by tenacity. Vi and Rek'sai like killing people.
So I think the top 4 junglers in soloqueue right now are Sejuani, Sion, Volibear, and Amumu and the meta is rapidly shifting as more and more people are switching to tanky junglers. I doubt Volibear would make it in competitive even after the Sej nerfs just because he doesn't have a great gap closer.

Morgana Mid is back? That used to be my jam baby.

nidalee jungle is still pretty strong

Who played morg mid? I haven't seen that.
Not a great mid either, you get all her good stuff as support and can get a a real mid with damage that isn't so conditional.

Morg was being played top. Also just saw that reddit thread with some Skin concepts from VegaColors.

This Azir skin is totally out of mind. Also Underworld Azir looks like OD from Doto.

I'd play Azir just for Toy Ruler skin.
|
Yeah toy ruler is great, the other ones don't really have anything going for them except maybe great sea reksai, pretty bland.

Apparently Sion Jungle is secret OP according to those Champion.gg stats.
|
Wouldn't really call it a secret. Between him and Seju the ganks the clear and the scaling are hardcore as fuk.

I dunno, 58% winrate as jungle must be pretty good.

Honestly Nautilus is sleeper OP in jungle. Great clearspeed, ganks and teamfighting

Watching korean challengers play games with bard convinced me that it doesn't matter if the champion is good or bad really, he's just that fun. Even a korean pro can't resist clicking that goddamn magical journey lol

What. For one, everyone has great clear speed once they finish Cinderhulk (even Volibear, maybe not Rammus). And on top of that, his first clear is still atrocious, despite his high health throughout.
He gets oom ridiculously fast in fights, although maxing E first now increases his damage over the course of a fight if you can hit multiple people with it. Forget about going back to jungling after unless it's a small camp, or you have smite and it isn't red. He's also squishier so you have to play said fights differently. If it's 2v2s/3v3s and your allies have good damage (either burst or sustained) while the enemies lack the burst to eliminate you quickly, you can still scrap by.

Kalista-Thresh is super cancer to gank, so I can see why junglers/AD/support mains not intending to first pick either them, or something that shits on them (Lulu doesn't, although I guess I should try MS quints... But I don't want to experience that again) would do it. Riven is the poster-child of a whole bunch of things, which happen to include low skill-floor hard-snowballing faceroll champions. Irelia beats several popular top laners (Maokai, Lissandra, Kennen, Rumble, AP Fizz (dunno if she does vs AD though)), no idea how she does against Sion but considering his base HP pool she can prob at least snowball on him if she gets an early kill/ganks.
Actually I'm surprised to see Irelia banned so much rather than played. On the other hand she has her handful awful match-ups (she's also susceptible to getting snowballed on, Riven and Rumble lose to her on paper but die once pre- or at 6 and you're toast, Vlad gets out of control if you don't utterly shit on him) so I wouldn't feel too comfortable first picking her, while a ban opens up several strong and popular picks.
At this point, although at times she was trash in the meta (and champs like Tristana and Thresh curb her hard once her midgame spike dies down), she's old enough and she's been viable to dominant against FotM offlaners frequently enough that I'd expect most people playing top to have at least played her to some extent, if not mained her. So I'd expect her to be a widespread pocket pick that people'd be able to play in a pinch (she's prob my most successful offlaner (save for when Jax's easiest match-ups aren't popular, and late-s2/pre-axing Olaf) and one of my all-times mains).
Edit: I don't understand why people call Viktor a "top pick". He's not bad, but he's certainly nowhere near S-tier (and save for a very specific set of circumstances, never should be because of how all over the place his kit/design is), and is only faceroll when people haven't learned not to facetank his E yet. If you're looking to dominate soloQ, there are easier to learn and play champs out there who are at least as good as him. Now I won't stop anyone from playing him. But he's not a "top pick" and you shouldn't advertise him as such.
