Seriously. I have the biggest urge to drop an "I told you so," but I know it's going to be countered with the "broken clock is right twice a day" arguement then I'm going to say Ryze.
So for most runes should it just be whatever quints you want, AD/AP/Hybrid Pen reds, Scaling Armor or HP Yellow, and Scaling MR or Scaling CDR blues, barring a specific page for a specific champ or set of champs?

Blindly, flat on the agressive matchups and scaling on the outscaling ones.

Well, I semi-predicted mid lulu and then predicted that mid nami would happen before mid soraka.
...and that's why when you win your first ranked game you retire for the season.
feral flare so silly; played a bot game, team was poor and I jungled very heavily with ww, so it got to 50 minute mark. By that point, between ww passive, mostly feral flare, and spirit visage, i was gaining 200 life/hit.
sword of the occult stacking so silly; played a bot game, team was very noob and I ksed all kills heavily with cait, so it got to 50 minute mark. By that point, between crit passive, mostly 5 sword of the occults, and infinity edge, i was hitting for a lot.
Spending it on champions feels nice. You get to learn how a a champion fits into different roles, try out different roles and match ups and builds. It's interesting and gives you a reason to play. But runes always feel like picking the optimal thing to allow you to play your role. They are necessary but boring. I wish that riot would make them an awful lot cheaper instead of leaving the cost so high because they don't wish to annoy people that have spent so much on them already.
I only buy champions with IP and I have spent a good 1000 hours on LoL but I and don't even have half of the champions. I have spent as little as possible on runes and having to spend thousands more because the optimal setup has changed just kinda pisses me off.
I dont really care about not having all of the champions but the amount of time investment to get a decent champion pool let alone all of them is borderline retarded, and having expensive runes that HAVE to be bought is a disgrace since it makes getting there so much harder.
This rune "balance" and sale feels like they recognized a problem with the rune system - you buy a small number of optimized pages because they are necessary and don't want to waste any more time getting runes than you have to. However instead of trying to fix it they decided to change things just a little bit and cash in on people needing the new "optimal" and being forced to buy new setups. It's disgusting.

Honestly I love spending IP on runes. I think the reason why I like it so much is because it really lets you fine tune your champions. And while I know that there are certainly optimal rune set ups for champions, I like buying different runes just for the sake of experimentation.

I absolutely agree with you. I had to spend like 12000~ ip just to change my runes. I seriously just don't understand why runes can't be like masteries? Let it be free so that people can just change it at any time. Why do anyone have to grind out games just to be able to play the game competitively. That doesn't make any sense.

The whole point of runes/runepages costing so much IP is to make people want to jump on the 7page bundle, the 2:1 page sales, and RP for champions. If they were super cheap the business model wouldn't work.
The issue with these balance changes is that it's just a bandaid on a very broken system. Masteries get improved every season, while runes are just getting spotfixes over and over but not fast enough to stop the boat from sinking or bailing out the water.

You don't have to grind out games to play competitively. You have to grind out games if you want to own tons of stuff without spending money on the game.

ok, so what are the best like generic rune pages? I'm playing on a smurf so I don't have much ip, so I can't just buy a shit ton of different seals. Scaling armor, flat armor or flat hp, which is better all around?
