The 60k given by Riot for player salaries must be evenly distributed, but players do not have to be equally paid beyond that.

Warmogs back in the day gave even more health than it does today though. There also weren't as many counters to health stacking, so it was extremely popular to do so. The apen changes + nerf to resists made health stacking stronger in s3, but then they not only nerfed regen and health of warmogs, but due to itemization with botrk they actually hurt health stacking a lot. (so yeah, you're right on that) Additionally a LOT of champs nowadays have %health damaging abilities. All in total makes an item like warmogs which only gives health really lackluster in comparison to items that give health + resists + a useful passive/active (CDR, shields, or other random utility). Items like aegis, bulwark (no longer exists), and locket are just insanely powerful buys and provide some health, resists, and utility for yourself or the team. It's a much better buy than a selfish item like warmogs that only gives health, and requires more gold to buy resists to really make the item actually worthwhile. (which is monte's point)
It's also hard to buy an only health item nowadays when you need items that can give you teamfight pressure midgame, or in low econ games where you can't dump all this gold into health and expect to be able to still farm up resists when your enemy is pressuring you all over the map.

there's a minimum that has to be paid to all players, after that it's up to the players/organization

I always thought it was fun to play sejuani. Be tanky, slow for days, ranged amumu ult...
Until the new skin came out. Being on the other side of the sejuani train is the most horrible experience ever. I'm not sure I'll ever be able to make myself inflict such suffering on fellow human beings.

The "fun" part is how strong her new W and passive are, to the point that even though you aren't a duelist, you're far from being easy to 1v1 even at level 2-3 and you more than hold your own in a lot of 2v2s even against junglers such as Vi or Xin.

Guys how do you get better at trading with the enemy? I have this problem where I 100% focus on farm and play super passively and never try to harass or trade, which allows them to control the lane. I'm not sure when I'm stronger than the other guy and able to come out ahead on trades. Any tips?

You practice till you learn by yourself with trial-and-error. You'll die a bunch. But you'll learn a lot more in the long run.

Learn champions you play against. See what you can get away with, and learn how much time you have on their cooldowns/auto-attacks. Also know how long you have the advantage for. Are you stronger in the early phases? Play aggressive and try to disrupt their farming as much as humanly possible. Are you stronger in mid-late phases? Play passively and avoid trades until the advantage shifts to you. You get better at trading by looking for opportunities and trying to exploit them. If you get killed or come away the loser from a trade, you know what you did wasn't correct and you can try to tweak it in order to make it more effective.

If their cooldowns are used up, you can abuse them with no fear or retaliation. Or if they're going for last hit, they can't do anything about you wailing on them.
