I was the same way, I kept talking about how I loved the TL content and would love it if became official on TL but hadn't done anything to help accomplish it. Eventually figured I should put forth some effort and PM'd Neo. Just gotta show some initiative.

Hey guys just thought you'd like to know top lane tank Gragas still super strong. Give it a try. Good matchups are pretty much anyone that relies on attrition (Shen, Cho, etc.), some people who are squishy at low levels and can't deal with a moderately strong all-in, and melees without a good disengage.

Elo is based on the assumptions that the results of a match are a binary distribution (which it is). The issue you're talking about is whether or not the actual skill distribution is normally distributed. And have a good reason to suspect that it isn't in chess (because there are so many amateurs ranked) we don't have a reason to suspect that in league (because players must compete in hundreds of games before playing ranked which should weed out the skew in the distribution). In addition we don't actually much care about the final distribution of player skill except as it translates to our ability to predict the outcome of games and since we want to match people with similar Elo's together and since Elo is roughly a partial order, we know that small differences in elo are likely to indicate small differences in skill, negating the effect of skewness in the distribution.
It does make it harder to match games in which skill distribution is very high, but this has always been very hard, so its not much of an issue.
The real issue on the distribution is that the expected elo of a new player to ranked is equal to the point where they are introduced. If this is not the same then we have some skewness and we should put new players in at that new point. If it isn't then we're probably pretty normal and don't have to worry about it. The expected elo of new players is very close to 1200.

The main problem with elo is the same problem that any reasonably accurate or better rating system will always have: most people suck, will not get better, and are in denial about this fact. Don't get me wrong, elo itself has flaws and it was lazy/wrong of riot to utilize it in this capacity and after deciding to use it, they could have done a much better job in implementation. But these flaws are subtle and do not have very much to do with people who swear that they are "stuck in elo hell" and try to come up with rationalization after rationalization for why the system is broken, not their skills.
I was saying more that
1) We know what Elo is measuring which is "a players ability to win games"
2) This measurement isn't more or less accurate because of Elo. The flaws in the Elo system are a function of the information contained in the game, and so cannot be overcome by a "better system"
Basically the point is "don't sweat the rating system" because you're more or less hard limited by the information contained in each game, everything else is just how you display it.
