Yes. Basically, your tier is the same as your top Elo bracket in s2 (ie you get gold, lose Elo, you're still "gold" for top Elo and end of season reward stuff).
I could see it get very awkward if Riot does the same as last season "current Elo becomes top so you can fight for those rewards" and people who were told they can't drop tier suddenly go from gold to Bronze because they were boosted or something.

Crs and CLG probably top 2 NA teams at the moment. Dig might be up there, haven't seen much of them lately though.

Step number one of drafting is don't draft something your team isn't comfortable with. Too often people draft "strong champions" that their team isn't actually comfortable with so don't use properly and lose.
edit: I think Dig vs Fear might be closer. This is like a bodybuilder beating up a kid.

Know which champs each of you are comfortable with, and which synergy they have. Find stuff that works for you (don't go fancy 1v2 lanes just because it's popular if your team can't handle them). Also scout the opposing team if you can, abuse the openings (enemy mid has 3 mains, come up with a comp where a direct lane counter to one of them works well, ban the other 2, and pick your mid after his, for example; or if you share a main champion with them and you have first pick, you can deny him without "wasting" a ban on him if you can use it in the comp you planned for that game, essentially having 4 bans against their team).
A common thing to do when people ban "OPs", FotM or just popular champs and you're 2nd pick is to leave 3 open on purpose with your bans, using the fact that you ban last, so they can have one, but then you'll have 2.
Another point, don't out-mindgame yourselves with your picks, for example first picking Kennen because he can go in all 3 lanes to avoid revealing anything, when scouting you would immediatly show that only your top laner plays him. You run the risk of getting shitty match-up from revealing your hand so early if they don't take the bait.
