He did give Riot a lot of referrals when he played the game about 1.5 years ago so Riot had to give him the chance to work on a champion. But TB had his own ideas of how to design a champ so it never worked out. And now they give him recognition in the form of an item.

some things I noticed are vamp cepter now builds out of a longsword (for 10% life steal and 10 damage for 800g that will built into a bt that will now start at 70 and only end up with 18% lifesteal max.

While I really dislike Total Biscuit, he actually does like League and has said numerous times that it's a good game. He praised Riot for developing LAN after the WC debacle.

He just doesn't like the way that Riot handles some of their eSports stuff which is honestly understandable.

Additional note, I am so happy that Exhaust got nerfed. That has been the dumbest summoner spell for a long time imo.

Also, notice that several of those items have been scrapped and/or withdrawn for further changes. Cf. Ruby sightstone and sightstone for example (Ruby is obviously better, but I've got no idea which one they kept).

When I started to play league, I remember a video of total biscuit trying to get lol referrals, he said that if he got enough to have an item, he would have it be a top hat. I am so, oh so disappointed.

Having a mastery choice that gives you some starting items is quite interesting. The ward sounds like it's to be used at a jungle entrance to guard against invades.

Summons a Tidal Wave outward from Nami's position.

The Tidal Wave briefly knocks up enemies that it comes in contact with and slows them by 60/65/70% and deals 150/250/350 (+0.8*AP) magic damage. The slow duration increases based on how far the Tidal Wave has traveled, with a minimum duration of 3 seconds and a maximum of 5 seconds.

Tidecaller? More like TideHUNTER.

With regard to in/out of combat masteries, I sincerely hope "combat" doesn't trigger on creep damage. Combat disabling items/abilities is severely more disruptive when it includes creep damage.

I know, item just screams liftlift though. I've seen him have cleanse and then rush a QSS when the other team legitimately had no hard CC.
