Garen/Ryze/Annie are pretty straightforward and easy to learn champs that only cost 450 (well, Ryze has some kind of a twist to him, but most people will say he's easy to play).
I think I only ever played Sion twice in PvP, and once in coop... he felt so bland and boring to me. Too simple, no subtlety (yeah, dude liking Jax, Olaf and Irelia here). :/
