The thing is, streamers choose that by choice. There are plenty of streamers that don't feel comfortable with a delay that short and make the delay longer.
The only thing I'll say is that I think that adjusting the delay should be an option in custom games. But as a default delay for matchmade games, there is no way they can go under 3 minutes.

I've never had a problem with this on DotA 2's default 2 minute delay. And I doubt I'll have a problem with it in League.

it seems like nobody except terranasaur actually read my post. yes in terms of an omniscient view, 3 minute delay is a must. but if you're trying to wait for a friend to finish up his game or if you just want to watch your friend play, it's not as interesting to have any delay between what you see and what your friend sees. that's why i propose having the camera only follow your team's point of view, or if you want to try and make it more fair, from only your friend's point of view.
edit: VVV i know practicality is an issue, as i'm not completely sure how the servers interact with spectator mode, but just an idea

I don't think it's practical for Riot to implement 2 different versions of Spectator Mode like that, and the one they currently have is 100% more useful because of it's usability in competitive events.

I just realized after about 10 minutes of watching spectator matches why it sucks. Unless there's an option to swap the minimap around, I can't use spectator mode =(. SCII ingrained the idea of minimap bottom left too hard into my brain, the interface just looks wrong to me.

I've played brood war for about 6 years and for a while SC2 for a couple of months non-stop and have never had trouble adjusting to the minimap on the bottom left lol.
Getting eye motion into muscle memory is really easy and literally only takes 1 game.
