The number of active/inactive accounts vs people is completely irrelevant to the point.
If you randomly selected 100 people on the internet and asked yourself, "should I revoke their rights to interact with with other human beings on the internet for 1-30 days?"
What percentage of people would you actually stop from interacting with others? Is it 1.4%?

According to the Tribunal rules, no he should not be banned.
From the official FAQ:
Players who display poor performance, but do not appear to be intentionally feeding or otherwise disrupting gameplay.
I'm not convinced that people saying you should be reported for feeding actually counts as evidence if all the other stats suggest you just had a bad game. I don't think Tribunal players are unfamiliar with how irate some players get in games.
But I don't have any data on how Tribunal judges ACTUALLY vote, beyond what I've heard from judges (just anecdotally), so I don't have any definite answer.
Do you have more data here?

I've never had 40 cases appear in the report for one person. At most it's around 7. Playing poorly isn't a good enough reason for being banned even though I think there is an option for reporting it. There was a reddit thread which had compiled red posts about tribunal saying trying out new things isn't bannable its more about your attitude and I'm sure that applies to doing poorly too. If there is nothing really bad in the chat log and the person just has a bad score than I won't punish the player.
Damn haven't been watching the scrim as much but TRM Shen > Wicked's Irelia, probably helped more in a teamfight and likely TSM got dragon.

I've had multiple games where I went like 0/6/0(for some reason I got no assists) and 0/6/2 and shit, even gotten report threats in those games,never been banned. If you got banned you've prolly done something to deserve it, no point crying, just mind your attitude.

Well there was a thread where people could ask a red why they got banned. I seriously doubt you got banned for a false manamune report and there is some rage your not telling us about.

i'm genuinely curious as to what your basis for your reality is. Unless you work @ riot or know ppl who work @ riot and can get proper answers from people who actually know how tribunal works, then you can't go around assuming that the worst case scenario is something to be feared and expected (to an extent). I can get behind skepticism towards tribunal's efficacy, but you're blatanly asserting that tribunal isn't working and I really want to know if you have anything to back it up outside of intuitive logic.

edit: i'm 90% sure this is how i got one of my 3-day bans, a guy in a ranked game told the other team i bought manamune on leesin then sold it back and got them to report me

Threads I've read on forums mostly and also logic, as Tribunal has incomplete information and statistics of 94% punish ratio. Even in this thread there's been people who have been banned who probably shouldn't have been. Pretty simple.

I just started a bot game to test out the new WW's jungle and lolftw.
Started with boots, only used a healing pot on blue (with leash it's not needed), left jungle at 100% hp, never built a single lifesteal item, took baron solo at 20:00 with FH/Mercs/Wit's End and a blue buff. But guys, guuuys. He's fast now. Like very fast and ultra safe. WW FOTM incoming after people get fed up with Shen and he gets nerfed.

I'm confused what your point even is, then. Are you trying to get people to agree that people are likely falsely banned under the Tribunal?
Because the answer is, yes, of course people are falsely banned under the Tribunal.
The real question, which we cannot answer with the statistics we have, is are more people falsely banned under the Tribunal than there would be under any other system of moderation and does the potential negatives outweigh the potential good of using the Tribunal to moderate more case more quickly?
We just cannot know that. The Tribunal isn't perfect, but there's no evidence to show that it's unmoderated or that "bad" players are just being banned left and right due to corrupt Tribunal participants and report-happy players. There's just no evidence so it's silly to continue speculating about it.

Well, I value 1 wrongful ban at about 1000 correct bans and would rather have 10 correct ones and 0 incorrect ones instead.
Like death penalty's really cool until you get the wrong guy. I don't even see any reason to ban anyone for something other than like AFKing, even summoners code says to ignore ragers
About Nautilus: full AP imo but everyone else disagrees.
About new Shen: I still don't think he's that strong and is counterable in lane. Not even as tough as Yorick in lane imo. BTW Nunu rapes Shen top sideways
