Worst passive is easy: Evelynn's. It's the third-best passive of its type, after Fizz's and Amumu's E.
Best is definitely subjective, but my top 5 would be:
- Tristana - Urgot - Kennen - Janna - Poppy
All 5 of those passives are retardedly strong, to the point where they're one of the strongest (if not the strongest) skill in the champion's skillset.

Ziggs' passive is fantastic and how a caster AA passive should be designed. The numbers are probably too high on it (especially vs towers), but trading an autoattack once in a while and being rewarded for it is good design. Same with Kennen's W.
the general rule of thumb is if something is over 50 years old, you can copy it all you want and not get copyright infringement. there are exceptions, but that's how it usually goes.

You mean patents (for inventions: inventors). Those last around 50ish years. Copyrights (for legal concepts: authors) tend to last a tad longer. (Author's death + 100~ years)
I'm nitpicking but I find IP law a little interesting, especially with SOPA, etc in the news as of late. Learning es gud.

Amumu's passive is -15/25/35 MR on the target he's headbutting, he's just so OP he gets another passive on his E. Amumu has great passives in general, but if you're looking for his passive on a better laner you want Fizz.

Ryze's passive defines the champion. Annie's passive is also very essential to her kit. Galio and Rammus passives are both up there. Nasus and Morgana passives very powerful. Sona's passive is also pretty essential to how she's played.
Can someone explain to me why Yi is so popular with lower levels? I know he's cheap, and he seems to snowball like crazy. I just don't understand the fascination with him.

This is getting off topic, but it is interesting to note that copyright duration is continuously increasing as time progresses. In fact, many original pieces of works that should be in the public domain are still off limits due to lobbying by organisations due to extend copyright duration. In particular, classic icons such as Mickey Mouse, Winnie the Pooh and the original Star Wars movies. It also creates interesting conflicts with Article I, United States Constitution. But that is starting to become really off topic...

Great duelist, mows down towers. You're assuming that there's little to no coordination at low elo. Which is why Yi is good. He wins hard outside of team fights and takes team objectives relatively fast.
Holy f- never remembered Amumu's passive, it's so good. o_o Ima raise you a Soraka, a Morgana, a Ryze or a Fiddle in his team and then just do bonus damage to everyone with magic.
