vlad is already very strong with his 0second cooldown Q and rylai's slow. they're more than doubling the slow on rylai's for vlad's Q. fucking unbelievable amounts of kiting/chasing going to happen. if he shows up in your lane you die, period.

I'm guessing they'd have to reset accelerated Elo. It would take way too long for everyone's Elo to spread out again otherwise.

yeah, after patch its preseason and season 2 is when they got something new and shiny ready i think.

And another thing- vlad really isnt an ap carry like annie or brand. He is a sustained damage carry like ryze or cass. The advantage that vlad has is he has an ultimate that makes everyone on his team better.
The real way to play vlad effectively would be to build a teamcomp around stretching fights out as long as possible to maximize his effectiveness. But people at low elo dont bother trying to make teamcomps, they just expect to pick any ap character and get annie like results.

Doesn't help his early laning, which is his biggest problem IMO there's so many retarded strong laners these days and he get's raped by like almost all of them.

Well Vladimir doesn't really have a defined role anymore since the nerfs.. He used to be an AP carry but he doesn't really do carry amounts of damage anymore. He's become more of a support AP when you think about it.
Q - Low cd, damaging with a now full Rylai's slow
W - Makes Vlad untargetable, slows enemies, does some damage (pretty god damn good for LV1 teamfights)
E - AoE damage around Vlad, decent damage when at 4 stacks (stacks require lots of SpellVamp to maintain), reveals stealth sort of.
R - Increases everyone's damage output in a teamfight
The only visible thing I can see from the Vlad buff is that he's now a slow machine.

Maybe I'm missing something, but Vlad can already do whatever he wants in lane once he gets a Revolver. This Rylai's thing is going to make him pretty strong 1v1.

His free gold passive will always place him in position of being able to carry as it makes items even more valuable on him, whereas a support will have a limited amount of gold and therefore not make the most use out of that broken passive.

Not quite.
You need Spirit Visage + Revolver or WotA to actually get even returns on Tides of Blood. If you have only a revolver you're going to find that you'll still be running low on health if you want to make full use of ToB.

So this seems as good a place as any to discuss this:
Stream threads in the LoL subforum have reached the point where they are just clutter. There are 11 stream threads on the first two pages. Every few days it seems another one is created and by and large these threads have little to no activity. The only exceptions are the particularly high-rated people like Loci and Smash.
I would personally prefer to have stream threads moved to user streams, where every other stream thread resides (be it for BW, SC2, Chess, or Misc). A stream sub-subforum would also work, but this seems an unlikely implementation.

Id be half inclined to just skip revolver entirely. You are going to get it at about level 6 or 7, when you dont really even need the additional spellvamp cuz your q will be on short cd.
