the only decent fights you get are when you fight people that want to fight, basically where people think they are ganking you, but then you turn swag OGB and then dunk them 1vX.
if you want high isk killed/hour and huge grief potential you smartbomb people in lowsec with mallers. I know all the good spots and optimized maller fit.

Well for the ESS stealing, you could use a few ships for under 100 mil
Intys
T1 Frigs
AF
Covops
Bomber
Fast Cruisers (RailRax, Nomen, Omen, NavyExq)
As for the wormhole discussion, Ireally don't think that you are going to be finding a platform that will be able to do both PvE vs sleepers, and competent PvP for under 100mil. There are ships that can do it (HAC's, T3) However that is outside of your price range.
If you were to go into worm hole space I would suggest either bringing a straight PvP or PvE ship for your budget.

I'm pretty sure the piloting and timing requirements required to smartbomb-execute people in plex griefing situations are more difficult than the vast majority of the actual pvp in the game.
