Basically, the glitch depends on the "Nuts on Link's Face" glitch where you collect an item for the first time within a certain amount of time after leaving a crawl space so that it doesn't disable enemy movement while it plays the item collection animation. The point of this is that when an enemy hits Link he is able to move but the item collection screen is still active. Link gets the item he was supposed to collect (nuts) from this animation, but can now get a second item from this by manipulating the value of the item lookup. It so happens that this number is altered by walking next to chests (as they point the item collection animation towards the right item to collect). The chest at the top of deku tree (compass) that skater walks past happens to add the right value to change nuts to bottle with blue potion. Falling into the water resets the item collection animation to trigger the collection of the blue potion (despite it looking like the compass).

I love how absolutely broken and exploited this game has become. Almost as much as I love the name "Nuts on Link's face".

But since it's only major use has been in OOT any% after a lot of research the community affectionately calls it the NOLF glitch.

Though with glitches its hard to name them. You can be literal about the name of the glitch or you can have a bit of fun with it. As nice as practical names are at times theres some that definitely get lost in translation to people who don't actively watch/run the game alot.
