Some tournaments settle tiebreakers with total rounds won.

EDIT: Oh, sorry, just re-read it. Hmm... The 19-15 situation is more common. Where did you see teams tying at 15-15? I guess some tournaments might accept ties, but it seems kind of rare.

Tournaments that accept ties are usually still in the group phase, whereas playoff matches will generally go for pure wins.

How good do you have to be before you can play on ESEA without embarassing yourself?

I'm getting sick of ending up with teammates going AFK or TK'ing and shit like that with the normal matchmaking.

Eh, these days in my opinion its a lot more lax. Kinda. There's a LOT of new people joining these days, which the veterans are adjusting too since GO is a new game as well.
As long as you have patience and somewhat thick skin, you'll be A-O-K.
Also not sure how European ESEA is *shrug*

I'm in that part of matchmaking which sucks, namely where all the hackers are. Might have to switch back to ESEA soon, except I don't know anyone on ESEA

Where are all of these hackers? At the moment I'm a Distinguished Master Guardian (to the xTreEeM. These names are kind of ridiculous), AKA the rank before you get to the first eagle. So far I've only encountered a few that I suspect were wallhacking, but it was hard to tell.

Also, personally, I've been called a hacker a bunch of times, the latest being last night. People just seem to be too quick to judge skilled players as hackers when in reality they are just better than the accusers. These people need to drop this "I'm the absolute best" attitude and become more humble, accepting that other people simply are better than themselves.

Hackers tend to be easy to spot. One last night was unranked, a brand new account, and was getting only headshots. Another went 40-8 or something as a 3 star and was pretty obviously walling. Plenty of times I run into people who are just a lot better than me, but sometimes there are hackers.
