It wasn't that he believed that anything would change in the long run, it was that he did it this way in deference to how Yukinon does things, albeit in his own cynical way.

+ Show Spoiler +In hindsight, the line about the Hideauze origin was the most direct hint about Kugel being dead. If Kugel had been alive, such a cult probably wouldn't have existed in the first place. Based on what happened way back in episode 1, Kugel was not far off till "recycling", which is why he would probably prefer living differently. Overall, a good episode, enjoyed the Chamber vs Striker part.

There I was hoping for it to a caricature of fucked up, ingrained values & not being able to grow/adapt, instead it's just the 'dead guy in an AI robot' that everyone predicted. Probably fits with the story more and, as others said, I guess there was some foreshadowing but eh.
Liked everything else about the episode though. Loved the not overly dramatic, but still chilling, rain scene - pretty solid catalyst.
Doubt they can/will work in a second season with this plot direction, but it was a fun ride. This Murata guy seems solid outside of his character development.
Can't wait to see what Urobachi does with the finale.
