Has to be a wind logia, or another fruit which can control wind like a dragon mythical zoan.

Say what you will about Logia's being overpowered, being able to control all versions of weather is really powerful. Calling down lightning or torrential downpours is quite a power when the entire world runs on naval strength.

Yeah, Loguetown is what makes me think its a Storm fruit the most. Luffy is in trouble, a big ass storm rolls in, Buggy conveniently gets struck by lightning right before he would have killed Luffy, Dragon saves Luffy from Smoker, and the storm helps the Strawhats to get away (Marine's gunpowder got soaked, tailwind for sailing, etc). That is a whole lot of coincidences all piled up on top of each other. And it doesn't even have to be a Logia to make it OP. Whitebeard had a Paramecia, and he was regarded as the most dangerous man alive with it (not solely for it, but being able to punch the air and form a giant tidal wave sure helps).

I think everyone agrees there is some wind power involved with Dragon's fruit. While storm fruit is definitely plausible, I'm more inclined to think of wind logia that can be used to control storms. I think it's believable that a pure wind ability would be able to be used to bring about storms if used correctly. I do agree the whole Loguetown storm was Dragon's doing. One thing to note is that a gust of wind occurs every time Dragon makes an appearance. This could mean he's appearing with the wind, changing from wind back into human form, which I think is the biggest indicator of a wind logia.

The lightning is why I don't think its just a simple Wind fruit. Lightning just randomly saving Luffy seems too deus ex machina for Oda, IMO.

I actually do think lightning was luck on Luffy's part. The way the scene was executed with the crowd and place makes me think it was a symbolic scene to show how godly Luffy's luck is as Roger's future successor. If it wasn't, that definitely shuts down a wind fruit theory.

The scene did portray Luffy as Roger's future successor with how he was facing death, but I don't really think luck has anything to do with it. Being lucky is great an all, but if you try and explain away THAT scene with "well he got really really really really lucky", that just feels like bad writing to me.

I'm just saying that's the impression I got from the scene.
