We saw that the CP-0 was in the place. Maybe Morgan is working for them (he probably don't have he choice). The cp-0 girl witnessed the explosion of the tamabakyo and the murder attempt. Then Morgan probably added some fake news in his cake and it went smoothly...
In this case Luffy's bounty isn't too high I think; he "showed" the level to beat two sweet commander, he has 5.000 men... but I think he shouldn't have had a bounty of just 500 millions after destructing Ennies lobby,raiding Impel Down, be the "star" of the Marineford battle, beating Doflamingo... he was worth 800 millions - 1 billions then, I think.
Yeah I agree, his bounty was way too low for the amount of high profile shit he's done, him being Dragon's son and all that. I mean he's literally fought at and survived all three of Marineford, Impel Down and Enies Lobby, punched a Tenryubito in the face, he's defeated three Shichibukai and the strongest character in the entire series - Enel.

Well they covered up him beating Moriah and they didn't know he actually managed to even touch Enel. But he probably should have been 700+ million at this point considering all the shit he's pulled.
But our boy BIG NEWS has us covered. Bounty might be a bit over the top because Morgans fake news'd some stuff but considering Luffy has a 5000 man fleet and he beat Katakuri & Cracker, it works well enough.

All these talk about bounty reminds me aout one thing that I feel is lacking in One Piece: Very strong bounty hunters. we never saw (at least i don't think we ever saw that) a Shishibukai or better, an admiral level Bounty hunter. What's the meaning of having such high bounty of no one is after them. supernova are worth 200-300 millions of berry, strong teams of bounty hunters could live very well with these kinds of monney.
To note is that while Stussy and CP0 know that Morgans is embellishing the story, they're a different branch of the government than the Marines who are probably setting the bounties while taking the accounts at face value.
isn't the CP0 just focused on the revolutionnaries anyway ? even if the cp-0 girl witnessed and did her report, it's out of the loop for the people in charge of making the bounty (i believe)

You can be in a conflict without being at war. Them declaring way sounds like full commitment to me, whereas before it has just been some resistance from the shadows. Should be a big difference in how their operations are carried out.

Also, I feel like Oda has been recycling ideas a bit too much recently. There's the wobbly ground thing which we saw with Senior Pink and Pika and then there's another mink (why???) and he's got a fancy gun like we just saw all over the place in Whole Cake. The flag lady might be a bit original (even though it's just the Kambaka cuisine in devil fruit form) but her power is super lame. Only One Piece Itachi may have some potential - remains to be seen though.
the revolutionnary aren't a military powerhouse. they aren't here to stand by themselves against admirals I think. their ennemy is not Marines but CP0, they act in the shadows to detabilise, I don't think that outside Dragon and Sabo they have someone capable of fighting and admiral. But if they want to officially declare war on tenryobito it may be because they have destabilised enough government now. I feel so hyped. Also the lady commander have a killer design and interesting power, I reminds me the "cheer up" power of the hero in age of Mythology Arkantos. I love also Karasu
