Coby can outswim a torpedo, divert it, survive its explosion(not actually a feat) and fly in the air and has amazing haki. He is only a captain. This makes total sense.

Sakazuki is not the highest rank at WG. There is Kong, who is commander in chef. So doubt that Sakazui can do as he pleases.

Plus there's a hell of a lot of precedent that politics muddies the ranking system of the Marines. Just like bounties don't directly correlate to combat power, it's the same for ranks in the marines.

Koby and Helmeppo are both quite young, haven't been in the Marines very long, and are being groomed as Garp's successors. Raw strength isn't everything, you want them to gain experience at leading before pushing them up the ladder.

What I do find interesting is how the bounty process works. Morgans clearly fake news'd Luffy to some degree, and it appears his bounty was affected. Do the papers decide the bounties? Are marines getting their information from a newspaper? Is Morgans a Marine informant?
