Well, they clearly aren't equal in battle power. We saw that pretty clearly when Jinbei roflstomped Moria. But we also saw Crocodile go against the likes of Doflamingo, Mihawk, and even Akainu, without getting his shit kicked in. So either he has always been that level and he somehow fucked up bad in that 3rd Luffy fight, or he got really strong while being an apathetic ass in prison. | ||

However, Smoker discovering an incoming shipment of Dance Powder off the coast isn't what caused the nation-wide rain. The sudden rain when Crocodile was defeated could have been a big symbolic coincidence, or it could have been because Crocodile was using his powers to contribute to the drought. We know he can effect the weather, considering he was the one who made those sand storms to destroy the Yuba Oasis. In the end, its just supposition without any hard facts to back it up (thus why its just a theory), but it makes sense to me. | ||

After Croc's weaknesses and movesets are learned, he isn't that hard to beat. first 2 times croc played smart he used his advantage to land critical blows the 3rd time he went for luffys advantage in a straight up fight he was just too mentally exhausted to win at that point | ||
