Both Tusk and Clock have skills that get close AND stun the target, which is pretty important to initiate in. Lion doesn't even have to be there, which means he can just stay back and wait for the Storm to jump in and Hex/Stun. If you look at Secrets draft, Secret kept drafting QoP and DS, thinking that they could outplay VP, but unfortunately that didn't happen for them. Since they didn't have initiation, the Rhasta/Rubick had to be the ones that go in the front, but they would just die instantly. +Visage did major work with constant clutch Familiar stuns and burst damage for kills.

No items save for Soul Ring and he can jump half the map already, while having enough mana for 2 more short jumps. That's ridiculous, Storm hadn't ever been so mana-light until the latest buff.

I agree with this. They definitely needed a gap closer that can disable. It would have not only helped against drow, but SS as well.
