When you get towards late game the physical damage output from Lina/qop starts to take over a higher proportion of the damage output unless you get a refresher. Octarine to get more screams/LSAs/dragon slaves gives such a menial damage increase in the case where you're not ulting twice per fight (which is most of the time). Refresher for double ult or getting utility/right click is better for that reason.

You see the fallacy in the reasoning here? Fear won't be able to get Manta before Clinkz gets Orchid. Clinkz would have a good 7-10 minutes more pressure on the map threatening the AM.
