HLTV works like this since when? CS Beta 6.5 i guess? how hard can it be to make the game streamable to server that redistributes it. they even have the code for their own engine.

Play on LAN, let esltv_dota stream via Twitch, other language casters who are not on-site could simply restream it and substitute audio.
